The development process involves county review of:
1. a Sketch Plan (for subdivisions) or a Preliminary Plan (for change of use that does not involve subdivision of the property)
2. a Final Plan (for subdivisions) or Site Development Plan. A determination of Adequate Public Facilities is accomplished at this point.
3. a building permit application
