Campus Green Community Association Annual Meeting

MINUTES
The meeting was called to order at 3:00 PM by Emil Petruncio, CGCA President.
President Emil Petruncio welcomed community members and introduced himself and the other officers and board members. The rest of the attendees introduced themselves. There were 29 members of the Community present, representing 19 households.
Emil read the minutes from the last meeting, which was held on June 30, 2019. A motion to approve the minutes was made and seconded, and via voice vote the minutes were approved.
ANNOUNCEMENTS
Treasurer’s Report
Bill Sharkey gave a brief Treasurer’s report. The Community bank account balance is $1,363.61, which is unchanged from the time of the last report in 2019.
Dumpster
Emil thanked Harvey Hack for arranging for the dumpster, which will be in our neighborhood from noon August 20 to noon August 21. The dumpster will be located near the intersection of Via Dante and Via Amorosa. The list of acceptable and unacceptable items can be found on the community blog site.
Mosquito control
Emil reported that the community is once again enrolled in the state’s mosquito abatement program. If the state finds that the mosquito population in the neighborhood exceeds the establish threshold, the treatments will be scheduled for Wednesday evenings between 7pm and 2:30am. Neighbors should remain indoors during the treatments.
Community members have the option to exempt their property from the mosquito control program. An exemption request form can be found on the Maryland Department of Agriculture website.
There was a concern about the location of the mosquito bates that will determine the mosquito population in the community. Some areas have more mosquitos than others. Emil will try to obtain that information from the MDA and post any available updates on the blog site.
Community sign
Emil and Angela weeded around the sign at the community entrance, and the community is grateful to them and to Mary Felter for decorating the community sign for holidays.
Community information and news
Emil has created a blog for the community, which is a site where community members can find important information and news about the community, and also distributed this year’s newsletter. The members present agreed that the blog is useful. The blog is located at: campusgreencommunity.blogspot.com.
Mago Vista Civic Association
Campus Green Community members are invited to join the Mago Vista Civic Association. This group holds an annual picnic and a Santa Claus food drive. The annual dues for the MVCA are $20. Mary Felter said that she joined the MVCA to have another source for information, and she will share any important information with our community.
2020 Regional Planning
Emil reported
that the County recently adopted its General Development Plan for 2040.
The Broadneck Peninsula is in Region 4, and anyone interested in serving on the
Regional Plan Stakeholder Advisory Committee is welcome to volunteer.
Applications must be submitted by 18 July 2021. The contact at the County is

OLD BUSINESS
Mill Creek Restoration
Emil reported
that restoration of the Lower Mill Creek stream bed began in May and is being
conducted by Underwood and Associates for the County Department of Public Works. The Restoration Project is currently under construction for
the Main Stem near Jones Station Road, and those activities are anticipated to
continue for the next several months and throughout the fall.
The West Tributary restoration (along Via Amorosa) is
currently still in design, and the Department of Public Works will begin the
associated permitting process in the upcoming months. The County anticipates
having the permits completed in or around September 2021, with construction
beginning during summer/fall 2022, as previously programmed. Questions about the project may be addressed

Broadneck Peninsula trail
Phase III of the Broadneck Peninsula Trail project, which will run along College Parkway from Bay Dale Drive to Anne Arundel Community College, ending at Peninsula Farm Road, is expected to commence this fall. Emil reported that Phase IV, which connects to the B&A trail, is considered complete, as the trail will pick up from Peninsula Farm Rd. and follow Jones Station Road to the intersection of Ritchie Highway. The trail currently extends from Cape St. Claire Road to Bay Dale Drive, and will eventually connect to Sandy Point State Park on the other end.
Campus Green Recreation Area
Regarding the Campus Green Recreation Area, which is located at Twin Oaks Park, Emil has contacted the County Law Office to obtain confirmation that the recording of the deed has been completed. This will formalize the County ownership of the parcel, formerly owned by Campus Green.
Neighbor contact information
Emil said
that he used the newsletter and blog to invite community members to provide
their email addresses for updates on community news. The sign-up list
from the meeting provided another opportunity to provide contact information. Given these opportunities, there does not
appear to be a need to pursue formation of a committee to update community
contact information.
NEW BUSINESS
Car wash on Route 2
Plans for a carwash to be located near Mother’s Peninsula Grill on Rt. 2 were discussed with the public at a meeting held at the Severna Park library in October 2019. Despite objections from the community, including members of Campus Green, the County has given the project Preliminary Plan approval, and it is currently under Site Development Plan review. The concern is that traffic from College Parkway which is attempting to merge on to Ritchie highway will encounter traffic trying to merge over to the carwash entrance. There are no more public meetings planned on this project, and it appears that plans for the carwash will proceed. The State Highway Administration (SHA) is currently reviewing their plans and improvements being made along the frontage of the site.
Condition of Twin Oaks Park
Joe Lamp said that the County has been notified about some graffiti at the park, and the County will clean this up. Joe also said that toward the back of the park there are several trees that are at risk, due to uncontrolled vine / ivy growth. Joe said that he had worked on a few of the trees, but realized it is a much bigger task than what one person can handle. He also said there is a lot of poison ivy in the area. At this point no plans were made to organize a task force, but Emil will contact the County to request attention to this matter.
Abandoned vehicles
A concern about abandoned vehicles was discussed. Joan Hemler said that the County Zoning and Planning department can be notified of abandoned vehicles and they will then require that the vehicle be licensed or moved.
Activity at the medical complex
There has been some loud, late night activity in the parking lot of the medical office buildings that are on Peninsula Farm Road, and behind the houses on Juliet Lane. There is more activity in the summer. This has caused some concern. Emil suggested that the police be called when the activity is taking place.
There was also a recent situation with a homeless person who was living in the area, who was involved in a stabbing on College Parkway. The individual has been arrested and is no longer camped behind the community.
Sidewalks
The community has several sidewalks that have been ripped up by tree roots. Joan said that several years ago she discussed this with the county, but was informed that the sidewalks are the responsibility of the homeowners. Eric Reid reported that the County has at times made temporary repairs to the sidewalks on Juliet Lane. Several voiced the opinion that they would rather have the trees than the sidewalks.
Community yard sale
The community was polled for interest in a community yard sale. No attendees at the meeting expressed interest.
Property Upkeep
A short discussion ensued, about vacant homes, dead trees, and some neighbors who do not clean up leaves and grass on the street. All agreed that these are concerns, and Emil agreed to look into the issue of the dead tree at the corner of Via Amorosa and Juliet Court. Emil will keep the community informed via the blog, should any action be necessary.

A vote by acclamation proceeded and the above officers were approved.
Emil asked if all current Board members would be willing to continue to serve on the Board. All agreed to continue to serve on the Board.
